On September 19th, the State Council Information Office released a white paper titled  "CPC Guidelines for Governing Xinjiang in the New Era: Practice and Achievements". 

The white paper emphasizes that the the Communist Party of China's guidelines for governing Xinjiang in the new era has guided the modernization of the governance system and governance capacity in border regions to achieve a historic leap. It has paved the right path for coordinating development and security in border areas, steadily advancing the Xinjiang practice of Chinese modernization, and realizing the overarching goal of social stability and long-term peace and stability in Xinjiang.
